It seems each database uses a slightly different method for searching. Many of them contain information on how you might obtain the full report; some do not. Good luck!

Search for U.S. government reports and publications that have been included in the GPO's monthly catalogs.
Search for reports published by a number of NASA subdivisions, all at once.
DOE Reports Bibliographic Database
These are reports published by the U.S. Department of Energy.
National Technical Information Serivce (NTIS) Recent Reports
These are reports recently added to the NTIS database. You won't find older reports here.
Search U.S. patents and retrieve abstracts on just about any technical topic you can imagine.
I'm not sure what the differences between this database and the "CASI" database listed above are.
PubMed - Public Medline Server
Containing medical and health-related published articles.
DTIC (Defense Technical Information Center) Technical Reports
Technical reports performed by or for the U.S. military, on a wide range of topics.
Contains papers and articles on transportation published through the TRB.
SPIE Proceedings Abstracts Search
Search for papers related to optics and imaging.
Proceedings of the National Academy of Sciences
Search for reports published in the PNAS back to 1996.
Cold Regions Research and Engineering Laboratory Reports
Reports and articles having to do with winter, ice, snow, and just about anything cold.
Virginia Tech Electronic Theses and Dissertations
Many master's theses and doctoral dissertations from graduating students back to 1995.
National Academy Press Reading Room
Read the full text of many books published by NAP, the publishing arm of the National Research Council.
Search for books on just about any topic you can imagine.
