I. Title
The official name of the Filipino club shall be the "Phillippine American League". Hereafter, it may be referred to as PAL.


II. Purpose
  1. To promote unity and friendship among the members.
  2. To promote and foster awareness of the Filipino culture among the members as well as the Rensselaer community in general. Events may include but are not restricted to the following:
    1. Sponsoring lectures on relevant subjects of interest for the Filipino and Asian community.
    2. Sponsoring Filipino concerts and performances.
    3. Showing relevant films.
    4. Participating in intramural sports activities.
  3. To provide social activities aimed at the Filipino and Asian community but which are more importantly open to all members of the Rensselaer community.
  4. To promote and encourage mutual understanding between Filipino students and other students on campus.
  5. To welcome new Filipino as well as non-Filipino students to the Rensselaer community and help them adjust to life at RPI.

III. Membership
  1. Affirmative Action and Hazing.
    1. This organization and ists activities are open to all Rensselaer students, faculty, staff, as well as other members (See Section III.2). Its is the policy of the Rensselaer Union and the Philippine American League to provide, to the maximum extent feasable, equal opportunity to all quialified individuals without regard to race, color, religion, nation origin, sex, sexual orientation, or disability for all aspects of club activities.
    2. The policy of this organization with regards to hazing is that reckless or intentional endangerment to health or forced consumption of alcohol or other drugs for the purpose of initiation into or affiliation with any Rennsselaer Union organization is prohibited.

  2. Definition of Membership
    There shall be four types of membership in this organization:Regular Members, Voting Members, Associate Members, and Volunteer Members. It is the policy of the Rensselaer Union that all officers committee chairpersons, and Voting Members of recognized clubs and organizations be full-time activity-fee-paying students and/or their spouses. Only Regular and/or voting Members can run for and hold office.

    1. Regular Members
      1. All currently registered Rensselaer Polytechnic Institute students who have paid the Rensselaer Union full time activity fee, and their spouses, are eligible for Regular Membership.
      2. Any student who was registered at Rensselaer Polytechnic Institute for the spring semester and is registerd for the fall semester will be considered a student during the summer session and will therefore be eligible to be a Regular Member during the summer session.
      3. All Regulare Members are eligible to run for office, vote in elections or regulare meetings and hold committee positions.

    2. Voting Members
      Voting Members shall be those Regular Members who have met any additional requirements established by the club constitution (e.g. attendance at previous meetings, work for the organization, or other activities indicative of a longer-term commitment to the organization). These additional requirements are subject to review by the Rensselaer Union Executive Board.

    3. Associate Members
      1. Continuing education, part-time students, degree completion students who have not paid the activity fee, RPI faculty, staff, alumni and their spouses shall be eligible for Associate Membership. Students registered at Russel Sage College, Hudson Valley Community College, or the Stat University of Albany(SUNY) shall be eligible for Associate Membership.
      2. Associate Members may participate in club activities. However, they may not vote, hold office, or be committee chairperons (except with special Rensselaer Union Executive Board approval).

    4. Volunteer Members
      1. Volunteer Members shall be those who are not eligible to be Regulare or Associate members because they are not affiliated with the Rensselaer Union of Rensselaer Polytechnic Institute, but whose talents, skills or knowledge will assist the organization in fulfilling its purpose. Volunteer Membership dos not imply that the Volunteer Member is exempt from club dues.
      2. Volunteer Membership status must be approved by the club for each Volunteer Member on an annual basis, and such membership shall not exceed 5% of club membership without the annual approval of the Rensselaer Union Executive Board.
      3. Volunteer Members may participate in club activities. However, they may not vote, hold office, or be committee chairpersons(except with special Rensselaer Union Executive Board approval).

    5. Other Requirements of Members
      1. All club members must adhere to Rensselaer Union guidelines, and are subject to all Rensselaer Union and Institue standards and disciplinaery procedures.
      2. When PAL represents RPI by engaging in competitive events with other schools or organizations, only Regular Members may compete on behalf of the club(except with special Rensselaer Union Executive Board approval).
      3. Membership may be terminated by a two-thirds majority of two-thirds quorum of Voting Members, if themeber violates the purpose of the club and affects the well-being of this organization. Any meeting at which the removal of a person's membership benefits and/or rights is being voted upon, shall be done only upon notice to the subject individual whose rights are being voted upon, has the right to attend that meeting, and speak on their own behalf.

    6. Membership and Officer List
      The officers of the organization shall maintain an accurate membership and officer list. The list will include names, addresses, and phone numbers. A copy shall be kept on file as prescribed by the Rensselaer Union Administration office.

    IV. Meetings
    1. A general meeting shall be held within the first two weeks of the fall and spring semesters.
    2. A general meeting may be held on any of the following occassions:
      1. The President decides to call a meeting.
      2. All of the other officers decide to call a meeting.
      3. A petition signed by at least 50% of the Regular Members initiates a meeting with the officers for discussion on urgent issues.
    3. The officers may set up a regulare date for officer meetings. The officer meetings are restricted to the officers, designated chairpersons of committees, and persons invited bye the aformentioned. The President or all of the other officers acting together are the only persons who may call an officer meeting.
    4. A general meeting shall conform to the following guidelines:
      1. Meetings shall be announced at least one week in advance.
      2. Notification of meetings shall be campus posters, advertisements in The Polytechnic, or other newsletters (if applicable).
      3. Should a vote be taken, only Voting Members can vote (See Section III), and 2/3 of the Voting Membership must be present at the meeting for a vote to be valid.
      4. The President or one of the officers shall chair the meetings.
      5. Meetings must run under the appropriate rules of conduct.
    5. Committee meetings can be held at the discretion of the Regular Members or Voting Members who are appointed committee chairpersons, but the officers must be notified of the meeting.
    6. The minutes of the general meetings shall be recorded by the Secretary and are accessible to any member of the organization upon request.
    7. The official language of all business meetings shall be English unless, by unanimous vote of all those present in the meeting, an alternative language is preferred.

    V. The Executive Board
    1. The Executive Board shall be elected by the Voting Members and consists of a President, Vice-President, Treasurer, Secretary, and Social Chairperson.
    2. The Executive Board shall advise each other with the planning of programs for the organizations and implement the decisions agreed upon at the officer meetings.
    3. The Executive Board shall meet at least once in the fall and once in the spring semesters with the quorum of at least four officers present.
    4. The Executive Board of this organization shall consist of five officers:
      1. The President
        1. The President shall be the primary leader, spokesperson, and representative of the organization.
        2. The President shall be able to make decisions and to form/dissolve committees as he/she sees fit.
        3. The President shall be able to call officer and/or general meetings.
        4. The President shall be authorized to sign any appropriate receipts/purchase orders.
        5. The President shall withhold his/her vote except in the event of a tie in passing a policy before the other officers and shall cast the deciding vote.
      2. The Vice-President
        1. The Vice-President shall assist the President in running this organization.
        2. The Vice-President shall assume the duties and responsibilities of the President in the absence of the latter.
      3. The Treasurer
        1. The Treasurer shall be responsible for maintaining all financial records of this organization.
        2. The Treasurer shall be authorized to sign any appropriate receipts/purchase orders.
        3. The Treasurer shall make all financial information available upon request, to any member or officer of the organization and the Rensselaer Union Executive Board.
      4. The Secretary
        1. The Secretary shall be responsible for taking the minutes of the officer and general meetings.
        2. The Secretary shall be responsible for any correspondence within and outside this organization.
        3. The Secreatry shall be responsible for any up-to-date membership and officer list. A first edition of the year's membership and officer list shall be distributed to members within a month of the first General Meeting and shall be updated as necessary throughout the year.
      5. The Social Chairperson
        1. The Social Chairperson shall be responsible for maintaining and heading the Social Committee.
        2. The Social Chairperson shall be responsible for scheduling and arranging with the approval of this organization, all major and social and cultural events of this club.
        3. The Social Chairperson shall be responsible for the establishment of contacts for events of this club.
        4. The Social Chairperson shall assume the responsibilities of the President in the absence of both the President and the Vice-President.
