OSCAR Special Approvers

Research Administration and Finance

  • Purchase of general purpose equipment (equipment that is usable for other than research, i.e., office equipment, data processing equipment)
  • Subcontracting (Account Codes 050 and 050A) — Non-Rensselaer organizations that are performing a portion of the research work
  • Research Consulting Services (Account Code 0251) — Non-Rensselaer personnel who are performing a portion of the research work.

Independent Contractor — (Human Resources)

Prior to engaging the services of any individual or firm as an independent contractor, the hiring department must complete and submit an IRS questionnaire along with a description of services and the Independent Contractor Agreement through OSCAR to Human Resources to determine the proper work status of that individual — either as an employee of the Institute or an independent contractor/consultant.

Asset Management (Property Administration) 

  • Capital Equipment is any movable asset valued at $3,000 or more with a useful life of 1 year or more and not permanently affixed to a building. 
  • Fabricated Equipment is multiple pieces which build an item of capital equipment valued at $3,000 or more with a useful life of 1 year or more and not permanently affixed to a building. 
  • Component Equipment is any value which enhances an existing piece of capital equipment.

On-Site Services (Risk Management/Purchasing)

  • All on-campus services, including consultants and independent contractors.

Radioactive Material (HR-Radiation Safety Officer)

  • Includes any source or product of radioactive material.

Laboratory Alcohol (Environmental Health & Safety)

  • Includes Ethanol, Ethyl Alcohol and Spirits having a proof of 190 or more when drawn from bond (CAS# 64-17-5).

Laboratory Animals - Live Animals (Biotech Research Core)

  • Any live animal falling under the IACUC and residing on RPI property.

Capital Review — Facilities (Administration)

  • Capital expenditures for the purpose of purchasing approval are defined as the construction, renovation, purchase or lease of an asset (facilities, equipment, software) that costs $50,000 or greater and has an expected life of at least one year.

* When choosing this special approver, Capital Equipment/Projects >$50K must also be selected.

Capital Equipment /Projects > $50K (Finance)

  • Capital expenditures for the purpose of purchasing approval are defined as the construction, renovation, purchase or lease of an asset (facilities, equipment, software) that costs $50,000 or greater and has an expected life of at least one year.

* When choosing this special approver, Capital Review (Facilities) must also be selected.

Real Estate — Leases (Administration)

Creative Services (Strategic Communications)

  • If your project requires use of Rensselaer’s logo, approval is required by Strategic Communications & External Relations for brand review. Attach artwork if available. If artwork is not available at this time, annotate the reason why in the Internal Note. You will be required to provide the final artwork before the project goes to print.

Non-Resident Alien/Foreign Company (Disbursement Operations)

  • This must be selected when reimbursing a foreign student, or foreign company
